Carney did not ask for Associate Membership, that was a statement by Ursula von der Leyen.
Canada is pursuing a "unique alliance" and deep strategic cooperation with the European Union (EU), explicitly ruling out full EU membership.
To me this means expanded bilateral trade including access to bid on defense needs of the EU.
